There is a BJP government in the Center and Uttar Pradesh. The 'Population Control Act' is considered part of the ideological and political agenda of the BJP. For this, the Department of Health is also making a two-child policy.

The Uttar Pradesh state government may prohibit contesting elections for candidates who have more than two children, in panchayats to encourage population control. 

Panchayati Raj Minister Bhupendra Singh Chaudhary himself is in support of this. A few other leaders, including Union Minister of State Sanjeev Balyan, had written a letter to the Chief Minister on July 11.

  In this letter they suggested that candidates of more than two children be banned from contesting the panchayat raj elections. The final decision was left to Chief Minister Yogi Adityanath.

Some states have already enacted laws prohibiting parents of more than two children from contesting elections in three-tier panchayat elections.

Union Minister of Uttar Pradesh State Sanjeev Balian said that 25 to 30 lakh people contest the three-tier panchayat elections in the state. If such people are disqualified to contest elections, then population control will be encouraged. Therefore, it will be initiated in the upcoming panchayat elections in Uttar Pradesh.

At the same time, Panchayati Raj Minister Bhupendra Singh Chaudhary says that such formats are already implemented in about half a dozen states including Uttarakhand, Haryana and Odisha. In UP, this topic is at the level of suggestion.

Panchayati elections were proposed in the state between October and December. But due to the Kovid-19 epidemic, preparations have not been made for the Panchayati elections. Therefore elections are bound to be postponed. There is a possibility that elections may be held between February and May next year. Candidates who have more than two  children may be banned from contesting elections. For this, the Uttar Pradesh Panchayati Raj Act will have to be amended. After taking a law opinion, the state government can move in this direction.

Minimum Educational Qualification also Considered

Apart from qualifying for up to two children, it has also been suggested to set minimum educational qualification for Panchayati people's representatives. Some states have introduced this. This issue can also be considered at the level of the BJP and the state government.
